US to remove South Africa and Rwanda from AGOA trade program

President Donald Trump plans to suspend South Africa and Rwanda from the AGOA duty-free trade program, formally notifying Congress and both governments on Monday.[3, 7] The Office of the U.S. Trade Representative said both countries were being cut for not meeting criteria including policies on trade barriers and alignment with U.S. foreign policy.[3] The Financial Times reported that Washington also cited national security concerns as relations with Pretoria and Kigali deteriorate.[6]

The New York Times reported that the administration has accused South Africa of discriminating against white people.[1] BBC News reported that the move comes barely a week after Rwanda's defence ministry was hit with sanctions by the US Treasury.[5]

Al Jazeera reported that South African exporters stand to lose duty-free access affecting $1.7bn worth of annual exports, including cars and farm products.[4] IJR reported that government and industry leaders say South Africa is preparing to expand other markets.[2]
