Ex-Garden Grove police sergeant arrested on kidnapping, assault charges
Former Garden Grove Police Sgt. Charles Starnes II was arrested after being charged with kidnapping and sexually assaulting two coworkers, according to the Los Angeles Times.[2] The charges were announced by the district attorney's office, the Los Angeles Times reported.[2]
