Judge blocks Trump administration's Medicaid 'medically frail' rule
A federal judge in Boston on Thursday blocked a Trump administration rule requiring chronically ill Medicaid recipients to prove they cannot work to qualify for 'medically frail' exemptions from new work requirements.[1, 3, 6] U.S. District Judge Richard G. Stearns ruled that the administration's definition of 'medically frail' under the One Big Beautiful Bill Act was unlawful and issued a temporary injunction on states having to determine medical frailty.[5]
Twenty-five states sued the administration in June over Centers for Medicare and Medicaid Services guidance tied to the 2025 law; AlterNet reported the District of Columbia joined the 25-state coalition.[1, 4] The Washington Examiner reported that Stearns, appointed by former President Bill Clinton, sided with 25 Democrat-led states in their lawsuit.[9]
Why it matters States are temporarily spared from having to determine which Medicaid recipients are medically frail under the blocked rule.[5]
